Ihad a problem with this one too. In order to climb that tower you first need to learn the leap climb skill where you leap up on a ledge to try to grab another if there's one. The only way to learn that skill is by continuing farther into the story until you get to that part. Afterwards, you can return and use the skill to climb to the top.
